When an HDB loan may fit better
- You qualify and value a stable published rate.
- You need the option to use CPF OA or cash for the full downpayment.
- You want flexibility to make lump-sum repayments without a bank penalty.
- You prefer keeping the option to refinance to a bank later.
When a bank loan may fit better
- You do not qualify for an HDB housing loan.
- You have enough cash for the mandatory cash portion of the downpayment.
- You understand the package after its fixed period and can absorb rate changes.
- You are comfortable with the lock-in, repricing and redemption terms.
Compare the total package, not only year-one interest
Ask each bank for the fixed-period rate, subsequent pricing formula, lock-in period, partial-prepayment terms, full-redemption charge, repricing fee and estimated effective cost. Model a higher future rate before choosing a floating or short fixed package.

Downpayment example
At a $600,000 flat price and 75% LTV, the minimum downpayment is $150,000. With an HDB loan, it may be paid using CPF OA, cash or both. With a bank loan, at least $30,000 (5% of the flat price) must be cash, while the remaining $120,000 can be cash or CPF OA, subject to applicable rules.
HDB bank loan interest rate: how bank packages are priced
Banks do not publish a single "HDB bank loan interest rate". A package is either fixed for a stated period, typically one to three years, and then floating, or floating from day one, pegged to a reference rate such as 3-month compounded SORA plus the bank's spread. Once the fixed period ends the rate resets to the floating formula, so the year-one rate and the year-four rate can differ a great deal. No bank rate is quoted on this page because packages change; ask each bank for a written offer that states the fixed-period rate, the follow-on formula and the lock-in.
Whatever the package rate, the bank assesses whether you can pay at a higher stress-test rate (4% for residential property loans under MAS rules), within the 55% Total Debt Servicing Ratio and, because the property is an HDB flat, the 30% Mortgage Servicing Ratio as well. HDB mortgage loan: which loans an HDB flat can take
Both options are mortgage loans secured on the flat. With an HDB housing loan the flat is mortgaged to HDB at the concessionary rate. With a bank loan it is mortgaged to the bank at the package rate. A flat carries one or the other, never both, and a flat already financed by a bank cannot move back to an HDB housing loan. An executive condominium bought from the developer and any private property cannot take an HDB housing loan at all, so for those the bank route is the only route.
Bank loan for an HDB flat: what the bank will ask for
- At least 5% of the flat price in cash, with the rest of the 25% downpayment in cash or CPF Ordinary Account savings.
- Income documents to assess the 30% MSR and 55% TDSR at the stress-test rate, counting existing car, renovation and personal loans.
- Your HFE letter for the flat purchase, plus the bank's own in-principle approval for the loan. Read the HFE letter guide for timing.
- A valuation of the flat. The loan is capped at 75% of the lower of price and valuation, so any cash-over-valuation is paid in cash on top of the downpayment.
